Nigerian Navy 2017 recruitment exercise begins July 1 [See basic requirements]

The Nigerian Navy, today opened their online registration portal, to all interested candidates for the 2017 recruitment exercise.
It is free of charge for applicants and candidates can apply online via www.joinnigeriannavvy.com.
Applicants should possess any of the following educational and /professional qualifications:
– West African School Certificate/Senior Secondary School Certificate.
– General Certificate of Education Ordinary Level.
– WAEC City and Guilds or London City and Guilds.
– Ordinary National Diploma (OND).
– Any other educational qualification equivalent to those mentioned above.
Applicants are to note that entry requirement into the following categories is SSCE or equivalent: B1, B2, B3, B4, B5, C1, D1, D2, D4, D5, D6, E1, E2, E3, E4, F1, G, H. Any other additional qualifications in these categories can only serve as an added advantage for selection into the branch and not for advancement.


Any applicant possessing higher educational/professional qualification, i.e. HND, BA/BSc, etc other than those stated in Paragraph 1 (a-g) should not apply. Candidates are therefore warned that it is an offence to declare false educational /professional qualification. This attracts outright withdrawal or dismissal and hand over to Civil Police for prosecution.

JAMB will not reschedule UTME for late candidates – Registrar

The Joint Admissions and Matriculation Board (JAMB) has said the examination body, will not reschedule exams for candidates who reported late for the mop-up examination.
JAMB Registrar, Prof. Is-haq Oloyede, stated this while speaking to candidates sitting for the mop-up examination at the board’s Computer-Based Centre (CBT) in Bwari, Abuja.

“There is nothing you can do … we placed adverts in newspapers, sent e-mails and text messages and if you did not get it, it means that you were not invited for the exam.

Paris Saint-Germain are ahead of Manchester United in the race for Monaco’s Fabinho, after seeing one offer rejected.
PSG tabled a €45million bid for Fabinho, as they seek to raid their Ligue 1 rivals, who wrestled the French title away from them in 2016/2017.
Monaco have rebuffed the approach and are understood to be unwilling to do business with a domestic rival.

Photo: Disgruntled Nigerian Doctor Kills 1, Wounds Others At NYC Hospital


A disgruntled medical worker dressed in black opened fire and shot at least four people in a Bronx hospital Friday afternoon,police said. Shots rang out on the 16th floor of Bronx Lebanon Hospital in Morris Heights about 2:45 p.m.


He killed a woman and wounded several people before killing himself. The shooter was identified as Dr. Henry Bello, 35. He used an M-16 type rifle. He was listed as a family physician. He is believed to have killed himself after the shooting. NBC reported that he was wearing a white lab coat.

The body of a woman who was shot was found near the body of the dead gunman. Five other people were injured in the shooting. Three of those are in serious condition from gunshot wounds.

2 Nigerians Arrested In India For Possession Of Heroin -

ONE OF the two Nigerians, Alitumo, was admitted to Government Multi Specialty Hospital (GMSH), Sector 16, on Thursday with illness and his associate, Ikechukwu Orji, was remanded in judicial custody. The Narcotics Control Bureau has also requested Chandigarh police to file a fresh FIR against both the Nigerians under Section 14 of the Foreigner Act as the two failed to produce their passports before NCB officials and their addresses at Uttam Nagar in Delhi were also found to be fake.

NCB Zonal Director Kaustubh Sharma said, “Investigation suggested that an elder brother of the accused Alitumo went to Nigeria on the basis of Alitumo’s passport two months back and handed over all his contacts, who used to receive heroin from him, to Alitumo. He has been complaining of illness since morning and we admitted him in the government hospital under police guard.”

Sources in the NCB said Orji claimed to have sold his passport to someone for Rs 20,000. Investigation revealed that Alitumo arrived in India from Nigeria five months back and his elder brother decided to hand over all his contacts to him. Sources said Alitumo’s elder brother was scared that his business of supplying heroin would be grabbed by his competitor in his absence and so, he called his younger brother from Nigeria.

NCB officials maintained that keeping in view the complaint of Alitumo’s illness, we have alerted Chandigarh police and sought their police personnel to guard the Nigerian at the hospital to prevent him from fleeing.

Alitumo and Orji were arrested and 536 gm heroin was recovered from them near the roundabout of Sector 29 on June 28. A Swift car, in which they were travelling, belonged to a constable of Delhi police.

During interrogation, the Nigerians said they were supposed to hand over the consignment of heroin to a Pinjore-based supplier in Chandigarh. Sources said the main handler of the Nigerians was an Indian based in Delhi and efforts were on to arrest him.

Alitumo and Orji were also the associates of another Nigerian, Eze Uchenna James, who was arrested on June 7 near Sector 17.

China strongly protests US arms sales to Taiwan

China on Friday strongly protested a U.S. plan to sell $1.4 billion worth of arms to Taiwan and demanded that the deal be canceled.
Chinese foreign ministry spokesman Lu Kang said the sale would severely damage China's sovereignty and security interests and run counter to Washington's commitment to a "one-China" policy.
He asked the U.S. to immediately stop the sale to avoid harming relations with Beijing.
"We stress that nobody could sway our determination to uphold our territorial integrity and sovereignty," Lu said at a regular daily briefing. "We oppose any external interference in our internal affairs."
The U.S. State Department approved the arms sale on Thursday, the first such deal with Taiwan since President Donald Trump took office.
The sale was broadly welcomed on Taiwan as a show of U.S. support, despite concerns about the strain on finances and Beijing's angry response. Taiwan's defense department said the sale would enhance the island's self-defense capability.
China considers Taiwan to be part of its territory and has long opposed any arms sales to the self-governing island by foreign entities. It insists on eventual reunification, through force if necessary.
The U.S. State Department's approval of the sale — the first since December 2015— follows a tense year between China and Taiwan.
Beijing cut ties with the government of Taiwanese President Tsai Ing-wen shortly after she took office in May last year and has been steadily ratcheting up diplomatic and economic pressure. Her ruling Democratic Progressive Party says it wants stable relations with Beijing, but hasn't followed her predecessor, Ma Ying-jeou, in endorsing the "one-China" principle.
China's hostility toward Tsai is a big concern, said Lee Chun-yi, a ruling party legislator. "Most people will support this arms sale because we need to strengthen our defense" amid strained relations between the sides, he said. The party favors a stronger Taiwanese identity.
About 66 percent of Taiwanese oppose unification with Beijing, a Taiwan Indicators Survey Research poll found in May 2016.
"How can we not do anything?" said Chu Chen-tsai, 57, a blue-collar worker in Taipei. "We hope to get high-quality weaponry to defend ourselves."
In the southern city of Kaohsiung, citizens feel vulnerable to a Chinese attack through the shipping port, said George Hou, a media studies lecturer at I-Shou University in the city.
"We need to maintain a balance with China, so for that stability the arms sale will be helpful," Hou said. "People here will consider it goodwill from the United States."
Many in Taiwan had been wondering whether Trump was sidelining Taiwan to form stronger relations with Beijing, in part to seek its help in pressuring North Korea to end its nuclear weapons program. Trump had raised hopes on the island when he broke with diplomatic precedent in December by taking a phone call from Tsai, but in February he assured Beijing he supported its "one-China" policy.
"The timing (of the arms sale proposal) is good politically, because a lot of people say Trump doesn't like Taiwan," said Huang Kwei-bo, associate professor of diplomacy at National Chengchi University in Taipei. "Now people are saying 'hey look, the U.S. government still supports us.'"
But some people are concerned it could lead to an arms race with China, Huang said.
The arms approved by the U.S. government for sale to Taiwan include torpedoes, technical support for early warning radar, anti-radiation missiles and missile components, officials from the two governments said.
Taiwanese officials indicated they would pursue the U.S. arms package. The defense ministry plans to start discussions "as soon as possible" about quantities, prices and delivery times, it said in a statement.
"President Trump has been in office for five months and just approved the first arms package for Taiwan," the foreign ministry in Taipei said. "That amply shows Taiwan's security is a priority."

Germany legalizes same-sex marriage after Merkel u-turn

German lawmakers voted Friday to legalize same-sex marriage after a short but emotional debate, bringing the country in line with many of its Western peers. Though Chancellor Angela Merkel voted against the measure, she paved the way for its passage by freeing other members of her party to vote their "conscience."
Lawmakers voted 393 for legalizing "marriage for everybody" and 226 against, with four abstentions.
Merkel said Monday that lawmakers could take up the issue as a "question of conscience," allowing members of her conservative coalition, which has been against same-sex marriage, to individually vote for it.
That prompted her center-left rivals to quickly call for a snap vote on the issue, adding it to the agenda Friday on parliament's last regular session before Sept. 24 elections.
While some in Merkel's conservative bloc spoke against the measure, Berlin Christian Democrat Jan-Marco Luczak urged his fellow party members to vote for same-sex marriage.
"It would be absurd to try and protect marriage by preventing people to marry," he told lawmakers.
Many applauded Merkel's comments that opened the way for the vote, but Social Democrat lawmaker Johannes Kahrs noted in the debate that the chancellor had been a longtime opponent of gay marriage.
"Many thanks for nothing," he said bluntly.
Germany has allowed same-sex couples to enter civil partnerships since 2001, but has not granted them full marital rights, which include the possibility to jointly adopt children.
The new law won't take effect for several months because it still needs to pass the upper house of Parliament and be approved by the president, though those are formalities. It is also expected to face legal challenges.
Merkel told reporters after the vote that her vote against the measure was based upon her reading of the country's law concerning marriage and that she did think gay couples should be able to adopt.
Germany's basic law is vague, saying only that "marriage and the family shall enjoy the protection of the state," but Merkel said that for her "marriage as defined by the law is the marriage of a man and a woman."
She added, however, that she stood by her contention that the interpretation was a "question of conscience" and urged all views to be respected.
"It was a long, intensive, and for many also emotional discussion, that goes for me personally too, and I'm hopeful not only that there will be respect for either side's opinions, but that it will also bring about more peace and cohesion in society," she said.
All of Merkel's potential coalition partners after the September election, including the center-left Social Democrats of her challenger, Martin Schulz, have been calling for same-sex marriage to be legalized.
It is not clear whether Merkel thought her Monday comments would prompt such a quick vote, but many analysts have suggested that by opening the door to gay marriage the chancellor removed yet another issue that might have helped her opponents in their campaigns against her.

London fire: May's office rebukes council for ending meeting

The British prime minister's office rebuked a local government council Friday for shutting down a meeting on the fatal high-rise fire in west London because journalists were present.
Theresa May's Downing Street office criticized the Kensington and Chelsea Council's decision to abort the first meeting of its Cabinet since the Grenfell Tower tragedy, citing a ruling from Britain's High Court.
"The High Court ruled that the meeting should be open and we would have expected the council to respect that," the prime minister's office said in a statement.
The council, which owns Grenfell Tower, also faced criticism Friday after reports that it used more flammable materials in renovating the building to save money.
A report Friday in the Times of London cited documents showing that the council chose aluminum composite panels for the renovation project rather than a non-combustible zinc alternative. The decision saved the council around 300,000 pounds ($390,000), the Times said.
The panels are part of the exterior cladding blamed by many experts for allowing the fire to rapidly spread throughout the building, trapping many residents in their homes before firefighters could reach them. At least 80 people died.
The Times report came after council leader Nicholas Paget-Brown on Thursday abruptly ended the first Cabinet meeting since the June 14 disaster. Paget-Brown initially sought to bar the media from the meeting, then scrapped the session after media organizations won an injunction allowing reporters to be present.
Paget-Brown said that the presence of the media would "prejudice" a public inquiry into the disaster planned by the central government.
Opposition Labour Party Councilor Robert Atkinson, whose ward includes Grenfell Tower, challenged Paget-Brown loudly, yelling: "An absolute fiasco, this is why I am calling for your resignation."
Before the meeting was closed, Paget-Brown acknowledged that things had gone wrong in dealing with the aftermath of the fire.
"I realize the council has come in for much criticism for its response," he said. "I will acknowledge this and apologize for what we could have done better."

GTBank Made N165bn Profit In 2016 – Agbaje

ne of Africa’s leading financial institutions, Guaranty Trust Bank, has declared that it made a profit before tax of N165, 14billion ($524.7m) in 2016, representing a growth of 37 percent since December 2015.

The Managing Director, GTBank, Mr. Segun Agbaje, said despite the economic crisis in the country in 2016, the bank was able to grow its retail business by leveraging on its digital technology to deliver superior payment solutions to its numerous customers to make banking simpler, faster and better.

Agbaje stressed that GTBank made a gross earnings within the period as N414.62billion ($1.3bn), from N301.85billion ($959m) in December 2015.

According to the GTBank boss, the growth is due to the interest in income as well as foreign exchange income.

He said, “The bank’s loan book also grew 16 per cent, from the NGN 1.37trn ($4.4bn) recorded in December 2015 to NGN 1.59trn ($5.1bn) in December 2016, with corresponding growth in total deposits increasing 29 per cent, to NGN 2.11trn ($6.7bn).

“Likewise, the bank’s balance sheet remained strong with a 19.7 per cent growth in total assets and contingents, reaching NGN 3.70trn ($11.8bn) at the end of December 2016, while shareholders’ funds reached NGN 504.9bn ($1.6bn). The bank’s non-performing loans remained low at 3.29 per cent – below the regulatory threshold of 3.66 per cent, with adequate coverage of 131.79 per cent. Against the backdrop of this result, return on equity (ROE) and return on assets closed at 35.96 per cent and 5.85 per cent respectively.”

Trump lawyers postpone filing complaint over Comey leak

President Donald Trump’s personal lawyers are postponing filing complaints with the Department of Justice and Senate Judiciary Committee related to former FBI Director James Comey’s admission that he leaked details of his conversations with the president to reporters.
A person familiar with the matter told ABC News the legal team’s decision was made so that the Special Counsel Robert Mueller would have space to continue his investigation into Russian election meddling -- which has reportedly expanded to include whether or not Trump obstructed justice -- without the interference or distraction such complaints could create.
In his June 8 testimony before the Senate Judiciary Committee, Comey explained how he shared the details of memos describing his discussions with Trump with a friend, who then passed along the information to the New York Times.
Though Trump's lawyers are backing away from a complaint now, they expect to act upon it at a later date.

“The complaint to the [Justice Department Inspector General] and the submission to Senate Judiciary regarding Mr. Comey’s public testimony will go forward at the appropriate time,” the source said.
ABC News first reported on lead attorney Marc Kasowitz's threat to file a complaint on June 9, the day after Comey’s testimony in front of the Senate Intelligence Committee.
Comey revealed to lawmakers at the time that he shared the memos with the hope that the action would lead to the appointment of a special counsel.

Prehistoric stone fish trap discovered on Alaska island

Archaeologists have discovered a prehistoric fish trap constructed of rock walls near the mouth of a salmon stream on Alaska's Kodiak Island.
The trap is in a lower intertidal zone that's covered by ocean water at high tide and exposed at low tide, the Kodiak Daily Mirror reported (http://bit.ly/2t0of5f) Tuesday.
Archaeologists at the Alutiiq Museum in the city of Kodiak identified the trap. Salmon at high tide could swim into the stream, and when the tide receded, fish would be stranded in one of two corrals, said Patrick Saltonstall, the museum's curator of archaeology.
Prehistoric fish traps previously have been found in streams on Kodiak, the second largest island in the United States, Saltonstall said. The V-shape devices faced upstream and channeled salmon to a spot where fishermen could spear fish. Saltonstall had not seen an ocean trap on Kodiak before.
"These are the first ones we've found in the intertidal zone, and that's kind of exciting," he said.
The trap reminded Saltonstall of stone walls of a New England farm.
"They're pretty big piles. They're like four or five feet across. They're stacked," he said. Wood or netting may have helped capture fish.
One corral was roughly rectangular. Farther from shore was a U-shape corral. Together they stretched about 165 yards (150 meters).
The trap is not in shape to catch fish now.
"The walls have gotten too low and they're too many gaps," Saltonstall said, likely from tides knocking down rocks over centuries or silt covering the base. Large rocks anchor the trap but most rocks, weighing around 80 pounds (36 kilograms), would have been carried and stacked by hand.
"That brings up an important point," he said. "These things would have to be maintained," which makes it likely the trap was tended by multiple families or a village.
Stone traps and wooden weirs have been found from southeast Alaska to Oregon, Saltonstall said, including some used as fish holding pens.
He guesses the Kodiak trap was used 500 years ago. Archaeologists found petroglyphs, or rock carvings, near the fish trap. The petroglyphs were different than carvings of human faces and animals carved on boulders at the south end of the island but similar to petroglyphs near other salmon streams in the archipelago.
The trap is near sites that include four ancient sod-house villages.
The survey is being conducted with National Park Service grants as part of a two-year Afognak Native Corp. effort to map important cultural sites on the corporation's 387 square miles (1,000 square kilometers) of land.
The survey has uncovered other historical sites including fox farms and an abandoned gold mine.

Senate Republicans ask FBI for Russia probe warrants

Top Republicans on the Senate Judiciary Committee have asked the FBI and Department of Justice for copies of any surveillance requests made as part of the investigation into Russian interference in the 2016 election.
In a letter sent Wednesday, Chairman Chuck Grassley, R-Iowa, and Sen. Lindsey Graham, R-S.C., asked top law enforcement officials for any drafts or completed surveillance requests submitted to the Foreign Intelligence Surveillance Court for approval, and any response from the court, which is tasked with reviewing government requests to spy on suspected foreign agents.
The request, sent to Deputy Attorney General Rod Rosenstein and Acting FBI Director Andrew McCabe, cited two January reports from the Guardian and BBC that the FBI had applied for warrants from the court.
The committee, which has oversight of the Department of Justice, has asked for the materials by July 11th.

Confederations Cup: Chile eliminate Portugal to qualify for final

South Korean leader vows to stand with US President 'Trump' on North Korea

South Korea's new leader vowed Wednesday to stand firmly with President Donald Trump against North Korea, playing down his past advocacy of a softer approach toward the nuclear-armed nation as he made his first visit as president to Washington.
President Moon Jae-in offered an emotional tribute to Marines who fought in a fierce battle in the Korean War that helped in the mass evacuation of Korean civilians, including his own parents. Moon said that without those American sacrifices, he would not be here today.
"Together we will achieve the dismantlement of North Korea's nuclear program, peace on the Korean Peninsula and eventually peace in Northeast Asia," Moon said, after laying a wreath at a Marine Corps base in Quantico, Virginia, as he began his first overseas trip since taking office last month.
A monument at Quantico commemorates the 1950 Battle of Chosin Reservoir, when heavily outnumbered American forces fought a rearguard action against advancing Chinese communist troops that bought time for about 100,000 Korean civilians to be shipped out to safety — 14,000 of them on a single vessel that ferried out Moon's parents. Moon was born in South Korea in 1953.
Moon was underscoring his personal commitment to the U.S.-South Korean alliance in the face of questions over whether his inclination toward engagement with North Korea despite its rapidly advancing nuclear capability could lead to strains in relations with Washington.
Moon's conservative predecessor, who was impeached in a bribery scandal, took a hard line toward North Korea, similar to Trump. Despite Moon's softer stance, the North's rapid tempo of missile tests has continued, deepening U.S. fears that the American mainland could soon be within range.
Trump's National Security Adviser H.R. McMaster said Wednesday that the U.S. is preparing "all options" for North Korea, "because the president has made clear to us that he will not accept a nuclear power in North Korea and a threat that can target the United States."
The talks between Moon and Trump, which begin with dinner on Thursday night and then formal talks on Friday, come amid intense wrangling over North Korea.
China is pushing the United States to start negotiations with the North. That prospect appears unlikely as Trump grows frustrated over Beijing's level of economic pressure on the North, its wayward ally.
North Korea shows no sign of wanting to restart talks on abandoning its nuclear weapons program.
Although Moon hopes to forge a personal bond with Trump, there's little in common between them: one a brash American tycoon-turned-populist president, the other a former human rights lawyer who received an elite education but opted for grassroots activism.
Moon sought to allay concerns over differences with Trump in interviews before his visit. He described his approach to the North as consistent with the U.S. administration strategy of "maximum pressure and engagement."
The White House is also playing down differences.
Moon told The Washington Post that North Korean leader Kim Jong Un is "unreasonable" and "very dangerous" and that pressure was necessary. But Moon said sanctions alone would not solve the problem, and dialogue was needed "under the right conditions."
Six prominent former U.S. officials, including former Defense Secretary William Perry and former Secretary of State George Shultz, on Wednesday also called for dialogue. They wrote to Trump, urging him to establish communication with North Korea "to avoid a nuclear catastrophe."
Missile defense is another contentious topic.
Earlier this month, Moon surprised U.S. officials by delaying the full deployment of a U.S. system intended to protect South Korea and the 28,000 U.S. forces based there against North Korean missiles. Seoul's previous government supported the deployment despite local opposition and Chinese objections.
Moon's government has ordered an environmental review before allowing additional launchers for the Terminal High-Altitude Area Defense system. South Korean officials say that does not mean they are placating China or reversing the decision, which risks angering Washington.
The U.S. has stepped up shows of military force near the Korean Peninsula under Trump, and outrage in Washington over North Korea has only grown since the death last week of U.S. university student Otto Warmbier. He had spent 17 months in detention in the totalitarian nation for stealing a propaganda poster and returned home this month in a coma. Three other Americans and six South Koreans are still being held in the North.
Moon's visit will not be all about North Korea. Addressing the U.S. Chamber of Commerce late Wednesday, he called for further expansion of trade and economic ties. He even looked forward to a time when peace on the divided Korean Peninsula would open up business opportunities inside North Korea.
During the election campaign, Trump criticized a 2012 U.S.-South Korea free trade agreement because of a large South Korean trade surplus for merchandize. The U.S. enjoys a surplus in services exports. Total two-way trade totaled $144.6 billion last year, with the U.S. running a $17 billion deficit.
The White House official said Trump would call for the lifting of barriers to U.S. auto sales in South Korea and voice concern over steel exports from China that reach the U.S. via South Korea.
